These documents are issued by the shipping line, airline, international trucking company, railroad, freight forwarder or logistics company. To the shipping company and freight forwarder transport documents provide an accounting record of the transaction, instructions on where and how to ship the goods and a statement giving instructions for handling the shipment. CMR stands for "Convention relative au contrat de transport international de merchandises par route" and translated from the French means "Convention on the Contract for the International Carriage of Goods by Road".
The international agreement constitutes an international treaty on international inland transport. The Convention was signed in and applies throughout Europe. When does the CMR apply? Agreements that conflict with CMR are null and void. If the CMR does not cover certain topics, then the national transport law is complementary. The agreement remains valid only when road vehicles are loaded. Containers and swap bodies are only valid in connection with the corresponding vehicle.
Also excluded are transports of postal goods in accordance with the provisions of the International Postal Convention , removal goods and corpses.
The CMR also applies if the vehicle is transported together with the goods on another means of transport such as a ferry. Which countries are CMR member states?

Tocmai de aceea, reglementarea documentelor obligatorii in cazul acestei facturi de transport reprezinta un punct de interes pentru foarte multe firme. Astfel, ce documente insotesc obligatoriu o astfel de factura containere transportate de un furnizor tert pentru ca aceasta sa fie deductibila din punct de vedere fiscal? Modificarile se refera la forma documentului stabilita in si au scopul de a valorifica experienta celor trei decenii de folosinta a primei variante si de a tine pasul cu evolutia practicilor din transport. IRU a facut si precizari despre modul in care se recomanda a fi completata noua scrisoare CMR de catre transportator si partenerii sai pentru a-si proteja cat mai bine interesele, iar Asociatia Romana pentru Transport Rutier International ARTRI a publicat un document care reuneste aceste recomandari. Potrivit informatiilor furnizate de ARTRI, scrisoarea CMR este tiparita in 4 exemplare:— rosu exemplarul pentru expeditorul marfii ; — albastru exemplarul pentru destinatar care insoteste marfa pe toata perioada transportului ; — verde exemplarul pentru transportator ; — negru exemplarul rezervat demersurilor administrative. In mod normal, toate aceste exemplare trebuie sa fie completate identic, dar este posibil ca in momentul completarii scrisorii CMR sa nu fie cunoscute toate informatiile necesare de exemplu date referitoare la transportatorii succesivi. Aceste date pot fi adaugate mai tarziu, doar in exemplarele disponibile. Se recomanda completarea casutelor de pe formular dupa cum urmeaza: Campul 1 — Numele si adresa completa a expeditorului marfii. Campul 2 — Numele si adresa completa a destinatarului marfii.
